Implementing the spirit of the Eight point Regulation of the Central Committee: A series of warning comics on the changed taste of 'reciprocity'

Holidays and festivals are often a high-risk period for the "four winds" problem. Some officials try their best to "brainstorm" food and drink locations and "make a fuss" about gift collection methods in order to avoid investigation and punishment. The methods of receiving and delivering gifts change from overt to covert, and some use logistics and express delivery to "hide the truth". Eating someone's soft mouth, taking someone's hands short, and accepting gifts will seriously affect fair judgment and disrupt the impartial execution of official duties.

Some public officials often receive small red envelopes and payment transfers from management service recipients in the name of "holiday blessings", thinking that the means are secretive and difficult to detect, but in fact, they are being clever and covering their ears to steal the bell. Accepting gifts in violation of regulations, accumulating small amounts and forming a tower, will eventually lead to the abyss of illegal and criminal activities.

In recent years, the problems investigated and dealt with have shown that prominent problems such as illegal eating and drinking, receiving and giving of precious specialties, gifts and gold, and extravagance still exist. Hidden variations such as not using public funds to eat bosses and private cars for public maintenance occur from time to time. The issue of food and drink is not a trivial matter, but a "big politics" that relates to the image of the Party in the minds of the people. Accepting banquets in violation of regulations may not only affect the fair execution of official duties, but also seriously undermine the Party's political and social conduct, and damage the image of the Party and the government.

Some public officials take advantage of their positions and identities to participate in various project evaluations, business or policy presentations in the name of "experts", and illegally receive "evaluation fees" and "lecture fees", which is essentially a disguised form of accepting gifts and evading organizational supervision. Public officials must take this as a warning, maintain a clear understanding at all times, and ensure that they perform their duties in accordance with the law and exercise their powers impartially.

Some public officials accept free "private room decoration" services provided by management service recipients under the pretext of "busy official duties and no time", which is actually a disguised form of accepting gifts. On the surface, there is no promise to do something, but at critical moments, one can always show "significant care" to the other party, which can truly be described as "openly building a plank road but secretly hiding a warehouse".
Accepting gifts, cash, consumption cards, and other property that may affect the fair execution of official duties by public officials is an important manifestation of violating the spirit of the Central Eight point Regulation. Articles 88 and 89 of the Regulations of the CPC on Disciplinary Actions stipulate that:
Article 88: Those who accept gifts, cash gifts, consumer cards, securities, equity, other financial products, and other property that may affect the fair performance of official duties, and the circumstances are relatively minor, shall be given a warning or a serious warning; Those with serious circumstances shall be subject to revocation of their party positions or probation within the party; Those with serious circumstances shall be expelled from the Party.
Those who accept other clearly excessive gifts beyond normal reciprocity shall be dealt with in accordance with the provisions of the preceding paragraph.
Article 89: Those who give gifts, gift money, consumer cards, securities, equity, other financial products, and other property that clearly exceed normal reciprocity to personnel engaged in public affairs, their spouses, children, their spouses, and other specific related persons, and the circumstances are more serious, shall be given a warning or serious warning; Those with serious circumstances shall be subject to revocation of their party positions or probation within the party.
Article 34 of the Law of the People's Republic of China on Administrative Penalties for Public Officials stipulates that:
Article 34: Those who accept gifts, cash gifts, securities or other property that may affect the fair exercise of public power shall be given a warning, a demerit or a major demerit; Those with serious circumstances shall be demoted or dismissed; Those with serious circumstances shall be dismissed.
Giving gifts, cash gifts, securities, and other property that may affect the fair exercise of public power to public officials and their specific affiliates, or accepting or providing arrangements for banquets, tourism, fitness, entertainment, and other activities that may affect the fair exercise of public power, if the circumstances are serious, shall be given a warning, a demerit, or a major demerit; Those with serious circumstances shall be demoted or dismissed.

Reciprocity is originally a normal way of interpersonal communication, but if the act of receiving or giving gifts of money infiltrates public power and private interests, "reciprocity" becomes "reciprocity". Party members and cadres should know how to respect, guard against, and abide by the bottom line, strictly cultivate themselves, and constantly enhance their consciousness and firmness in implementing the spirit of the Central Eight point Regulation.
